Put the pan in your hot oven and bake for 25 to 30 minutes. The top should turn golden and bubbly.

If you don't have an oven-proof pan, just move the meat mix to a big baking dish (about 23 by 33 cm). Drop spoonfuls of the biscuit mix all over the top and smooth it out so you cover everything.

Toss in the brown sugar, Worcestershire sauce, mustard powder, salt, chili flakes, tomato sauce, and ketchup to the meat. Stir really well, then turn it to low and let it bubble away for about 5 minutes.

Heat up a big oven-safe skillet (about 30 cm wide) over medium-high. Add the ground beef, onion, and both peppers. Cook until the beef is nicely browned. If there's extra fat, pour it off.

In a big bowl, whisk together the flour, baking powder, and salt. Pour in milk, the melted butter, and the egg. Stir until everything's smooth. Fold in all that cheddar until mixed in good. Set this aside for now.

Fire up your oven to 200 °C. Use regular bake with heat from top and bottom.
