In a large saucepan, combine the heavy cream, cocoa powder, sugar, and kosher salt. Whisk to combine and heat over medium heat, stirring continually, until the mixture comes together and starts to steam and simmer. Increase heat if necessary, but stir continuously. Do not leave unattended.

Remove the saucepan from heat and immediately add the semi-sweet chocolate chips. Whisk until the chocolate is fully melted. Stir in the milk and vanilla extract. Allow the mixture to cool, then refrigerate for at least 4 hours or overnight until completely chilled.

Process the chilled mixture in an ice cream maker according to the machine's instructions. While it churns, chop the Kit Kat candy bars and vanilla wafer cookies into approximately ½-inch pieces.

Scoop one-third of the churned ice cream into an 8-inch or loaf pan. Scatter about ½ cup of the chopped candy and cookie pieces over this layer. Repeat the layering process two more times.

Place the layered ice cream in the freezer and allow it to harden for at least 2-3 hours before serving.
