In a bowl, stir together water, sugar, and fish sauce. Keep at it till the sugar is fully mixed in.

Toss in the garlic, lime juice, carrots, and chilis. Add more lime juice or fish sauce if needed for balance.

Leave it for 10 minutes to let the flavors come together nicely.

Top with green onions if you like. Goes great with grilled meat, spring rolls, or seafood.
