While the brownies are baking, heat the cream over low heat on the stovetop or in a microwave until steaming. Remove from heat and add the chocolate. Let it sit for a few minutes, then stir until smooth and glossy.

Stir powdered sugar and cocoa powder into the chocolate mixture until completely smooth. Refrigerate the frosting for about an hour.

Spread the chilled frosting over the cooled brownies. Sprinkle the frosting with candy-coated chocolate chips or M&Ms. Refrigerate for at least 1 hour before slicing into bars.
